BAIDOA, Somalia – The UN Special Representative and head of UNTMIS, James Swan, has called on Somali political and federal member states’ leaders to pursue unity and inclusive dialogue as the country grapples with disagreements over constitutional reforms and the framework for the 2026 national elections.

Swan made the remarks following a meeting with Somalia’s SouthWest state President Abdiaziz Hassan Laftagareen in Baidoa, where discussions also covered security, voter registration, humanitarian assistance, and social development programs.

“On national issues, I underscored the importance of unity and inclusive dialogue among Somalia’s political and Federal Member State leaders, and I noted that President Abdiaziz has played a constructive role in such efforts in the past and could also play a helpful role in the future,” Swan noted

He stressed that international support remains vital in helping Somalia achieve stability and sustainable progress, particularly in regions affected by conflict and humanitarian crises.

Swan also highlighted the importance of strengthening institutions, fostering social cohesion, and protecting human rights, noting that these measures are critical to building public trust in the political process.

“The UN will remain a partner to South West State and to the Federal Government of Somalia in advancing peace, state-building, responses to security threats, and humanitarian and development needs of the Somali people,” Swan concluded his remarks.

The UN envoy’s statement comes amid rising concerns about Somalia’s political divisions, with debates over constitutional amendments and election logistics intensifying. Analysts say Swan’s call reflects the international community’s broader push to ensure a transparent, inclusive, and peaceful path toward the 2026 elections.
